A strategic failure. The students of Brzezinski knew (in 2001) that Iraq had nothing to do with terrorism or WMDs, but with China. Establishing a base there (along with bases in the gulf states) would give the US a energy veto on China's actions. Osama Bin Laden won by coercing the US out of Saudi Arabia (his #1 objective, by the way); now, the US has also lost the strategic play.
And just because Obama didn't think US servicemen should face justice for raping the locals.
