No, it's just intended to be funny. The name of the song is "Duetto buffo di due gatti", aka "humorous duet for two cats". According to Wikipedia it was composed in 1825 and the music is stitched together from several older pieces. If you search for the Italian name on YouTube you can find lots of other performances.
