Basically yes. It's the Japanese derogatory term for hardcore nerds, people whose whole lives are defined by a single obsession. Westerners heard the term and were like "OMG IT'S A JAPANESE WORD FROM GLORIOUS NIPPON!" and co-opted it not realizing how stupid it makes them look to Asians.
He/she's right you know. 'The Opinions and Preferences Protection Act' makes it illegal to insult someone on the Internet for liking something. It also protects basement dwellers from being reminded they are basement dwellers.
