The NYPD as a whole are not responsible for this. We depend on them to keep our society safe, and to do so they must be trained to follow orders without question and to the best of their ability. Any armed group will attract assholes and bullies- these are the uniformed thugs who create the most memorable moments on camera. Most police and military are human beings who comport themselves professionally- I didn't believe this myself until I joined the Army and went to war.
Blame the people who told the police to do this; decision-makers and power-brokers who, other than Bloomberg and the Chief of Police, will largely remain anonymous to the public.

That's all well and good, but none of those words actually mean anything if the supposed majority of excellent cops/soldiers/whathaveyou don't do anything in their power to actually reign in the bad element. When these guys get 2 day suspensions or, in most cases, a simple write-up or something and then it continues for years on end (for example, the cop who maced the women in the face a few weeks ago in NYC) with nothing done about it, that essentially falls on all of the supposed "good" cops. If they don't unite and stand up for professional standards and conduct, then they are basically responsible for it and have no one to blame but themselves if people think they're all pigfucking pituitary cases with serious sociopathic tendencies.

They do reign them in; careers are ruined over brutality allegations- Internal Affairs exists for a reason- and blanket parties are dispensed to the worst offenders (at least in the Army). The ones you hear about getting the slap-on-the-wrist penalties are the egregious cases that fall through the cracks and make the news.

Id rather not put a percentage on it but most of the time this shit starts higher up the ladder, but rarely at the top. Bad leadership allows bad apples to propogate and operate with impugnity.

I'll add that when I say "this shit", I'm not referring to this particular incident. I don't consider this to be an egregious misapplication of force. I see nothing here that would constitute unwarranted or inappropriate behavior on the police's part.
