Some varieties tend to enjoy it. Also it's often pushed as a bit of basic training in order to help the bird deal with being examined by a vet, or with having their little toenails clipped (It's easiest to flip them on their back and clip).

I can only assume, if the video title is accurate, that some homunculi are operating the camera, and placing the tiny parrots.
