I don't seem to remember any inaugurations involving jazz hands, although i certainly wish i did.
I'm guessing parades and inaugurations need stuff to be going on in front of the crowd while you're watching the hosts wear headsets and talk to each other about how exciting the event is, and he provides it.
He's basically the foam packing peanuts of public events, providing some cushion for the stuff people might actually find entertaining.
