I would imagine that when most people hear the phrase "open fire", they don't think of rubber bullets. Yes, they've been known to blind and main when used improperly. And, based on my limited understanding, the cops in this video appear to be using them improperly.

But dude, the cops have the right to use whatever tactics they want when they completely fuck up and are trying to cover their own asses after killing a fleeing suspect. It's right there in the police handbook next to "Don't snitch on fellow officers (protect any kind of corruption to show loyalty)". How many cops have fucking KILLED someone in the line of duty, there was an internal investigation and they are given "2 weeks unpaid leave". Fuck that, you should at very least lose your badge, if not go to criminal trail after something like that. Just because you enforce the law does not put you above it.
