If the country code is improper, you fax could go to another country, or nowhere at all. A number is a mathematical object used to count, label, and measure. In the case of faxes, numbers are usually as a label which identifies the recipient.

This is not to be confused with other numbers that may be related to a fax, but do not identify the recipient, such as the number of pages. If you dial the number of pages of the fax, you will most likely not reach the proper destination.
