Also, you're overlooking the fact that if it's easier to do, it'll be done more often. Push a button to disperse people protesting, even if they're doing so legally and nonviolently? Well, nobody will technically get hurt, so why not? Wow, that was great. Hey, let's use it for crowd control at other public venues, or even at gatherings we know are perfectly constitutional and claim they were getting out of hand, because fuck those hippies.

The part about not hurting isn't even true for the same reason that busted ear drums from fire hoses doesn't make them harmless.

The key factor is that it doesn't leave behind the MESS for cameras to captures that bullets or even clubs do. There's also the fact that a good chunk of the public will dismiss it the same way they did waterboarding.

It can produce painful low frequency sounds, but here is it producing a very loud sound to disperse a crowd. Painful low frequency sounds as I recall have to be focused, and because most of this is just really loud earplugs would counter this sort of use.

Evil whatever, but the psychology of use for non-lethal weapons is becoming clear, and well on the way towards being formally established. People need to understand that rights can be violated and authority can overstep its bounds even with weapons designed not to kill.
