Maybe this is politics informing my perception, but Biden wasn't the one that had a constant condescending grin.
Paul Ryan strikes me as the kind of person that, just from their body language alone, clearly have no intention of having a conversation with anyone they don't already agree with. That smirk is the smirk of someone that, although they might hear what you say, are not listening to you at all.
Look up at the preview screen and you'll know what Hooker's talking about. I had a roommate that was exactly like Ryan in every way...

Hooker is right on the money. Its plain as day in the labour day parade video that was up last week or so; he could barely stand to face a constituent who just wanted to talk, nevermind listen.
I would really like to able to listen to Paul Ryan, even though I know I'll disagree with most of what he says. But he has a tendency to start to answer a question, then suddenly stop and say "Look...I was in a town...." and he'll trail off into some uninteresting story that he thinks answers the question. I can't even listen to him.
