I know almost nothing about cars (especially old cars), can someone explain what happened here? Was it just that some kind of limiter or something was broken and so the engine basically just hoovered in all the gas it could?

I know very little about cars but I did some research based on the video's Youtube description. This was apparently caused by a frozen fuel rack, which means that (most likely) one stuck fuel injector pin essentially forced all the other fuel injector pins into the same position. Most frequently a frozen fuel rack means your fuel injection system is stuck in the "no throttle" position, but in this case it was stuck in "full throttle".

It's not clear from the video, but it sounds like something got sucked into the engine, which implies that they may have attempted to stop the engine by blocking the air intake. This is the standard method of stopping a runaway diesel engine- starving it of oxygen.

This was, like, 15 minutes research from a starting point of zero, so anybody can feel free to correct me if I'm totally wrong.

Back in those days, fuel injection wasn't a thing yet, so they used carburetors. The throttle is just a wire from the gas pedal to a spring that pulled it back to idle speed when not being pulled.

Most likely the throttle spring was old and not pulling back, so when revved to full throttle it just wouldn't quit. The thing the old guy put the board then rag over was the air intake of the carburetor. There was no air cleaner on it, which let it suck up the rag.
