Let me try to explain the series:

The hero is Kyousuke Shikijou, a high school karate ace and the son of a hardboiled cop and a professional dominatrix. When a girl he likes is taken hostage during a bank robbery, he sneaks into the employee locker room to find a disguise. Mistaking a pair of panties for a mask, he puts it on his head, causing his "perverted blood to boil," awakening the desire for justice he inherited from his father and the sexual deviancy he received from his mother.

This turns him into "Hentai Kamen" ("Pervert Mask"), who wages a kinky war on crime, often resulting in him shoving his crotch into the faces of the bad guys.

I haven't thought about Hentai Kamen in years, holy crap. That last line translated is "For the sake of the world. Give me your panties!"
