I'm looking forward to it. Whisper of the Heart is my favorite Ghibli film and this looks like it'll have a similar peaceful touch. Also I love the nautical themes.

I wonder why Disney isn't doing the North American release.

Let me say first off, I love Spirited Away, and I know I'm going to get flamed to hell and back for asking this but...

Why doesn't Japan believe in in-between animation?

because somewhere in the 50s they found they could get away with only putting in 6 frames of animation per second (as oppose to H&B's 12). I think that was also around the point that Tezuka was doing all the animation for astroboy whilst drawing four different comics.
