I think the laugh track is just on a timer. They use it on things that arent joke and it skips over obvious "jokes"

I remember this show really pissed me off when I was a kid.

I found a channel/group on YouTube called TheAnnotatXperiment a while back that puts annotations over terrible animated stuff and this shitshow came out pretty consistently hilarious. Then again, I often have the sense of humor of a retarded child.
