If you check some of her other videos, it's not just the "Invest in Children" part, it's also the number 8 (or 9) very specifically that she thinks is an obvious sign that the driver is a child molester.

I haven't cracked her entire code, but I think the higher the digit, the more evil you are. Even if your license plate also has a 1 or 0.
