I used to work at 7-11, which happened to also be the only liquor store in town. It was made pretty clear during training that people are NOT allowed to drink alcohol on the property under any circumstances, and to call the police if they were. I don't know if the law is similar where this was filmed, but that's probably the justification.

Normally you need a different, more expensive license to allow people to drink the booze they just bought in the place they just bought it.
