According to the guy who posted the video on Youtube, he listened to this channel for four years. The best speculation in the Youtube comments is that it's intentionally unintelligible, two or three loops of the same woman's voice playing simultaneously, broadcast by the Soviets for the sake of blocking a foreign broadcast on the same frequency.

This state is pretty mountainous and to achieve good coverage, the local PBS affiliate has about 10 small stations in different towns. When they read them all off for a station ID, it really sounds like an american version of a numbers stations.
