How people speak or act in America is a long-standing Anime trope. Just as we released some really racist stuff both during and after WWII, there were some animes that took a similar standpoint.
A famous manga (and later anime) for promoting multiculturalism while still managing to be rather incredibly racist was Cyborg 009. Every single cyborg was from a different country and tended to caricature as such.
The thing that always gets me about this clip is that it's intended for a Japanese audience, yet they bleep out the curse words which are spoken in english that few people understand.
