Charity is fine so long as it's voluntary and consensual; problems arise when you use force to coerce handouts from unwilling economic participants, or when the handouts are presented in a way that's intended to leverage or maintain power discrepancies.
It doesn't matter if it is coerced since the social welfare programs you are referring to are necessary to stop capitalism from turning into the kinds of things that people are really scared of; revolutions by the dispossessed, reactionary socialism, national socialism, etc... In a nutshell, coercion and control are necessary for capitalism to exist in any form.
