Ever since the budget cuts, our perp-militia had to trade their sidearms for more red clothing and cars missing hubcaps. I mean, since he was a TI, he was obviously being watched 24/7, and no matter how many color coded cars and people we threw in front of him, we were powerless to alert anyone that he was headed somewhere with a bunch of guns.
