I mean, hypothetically he does. But it's a case against the police for something they did while on duty, so good fucking luck guy. They could have video of the officers literally holding him down and anally raping him and the police chief would say "we don't know what happened before the video starts" and nobody would even be charged.

Worst case scenario: time off, with pay.
