This is against everything I have ever believed or will ever believe in.

I believe the act of criminalizing homelessness has everything to do with the for profit prison system that wants it in writing that 80% of all of the jails they purchase must be guaranteed to be filled. How do you guarantee something of that nature, legally? You must have a steady stream of prisoners.

I find this to be a form of slavery. I am so tired of being this incensed.

This isn't really news. Many cities already have these laws in place, and the ones that don't typically have unwritten policies to the same effect. Also, the reporters' assessment of the shelter as a "prison" is more than a little alarmist. They offer as support for this contention the fact that the homeless need permission to leave the shelter; this is actually standard procedure in most homeless shelters that I know of. The reason behind this has got to do with the limited number of beds; only so many homeless people can stay in any given shelter on any given night. The shelter managers don't want to turn away the needy, only to have a half dozen people leave during the night.

ACcording to some people I know who were crusties about a decade and a half ago, Chicago (at least Chicago in the late 90s) has a slaw in place that makes anyone lingering in one spot on public property for more than 5 minutes legally a vagrant - i.e. it's not illegal to be homeless as long as you never stop walking. It was/is applied very selectively, of course.
