Am I crazy or does Nick Cage look strikingly similar to Trey Parker here?

A friend of mine swore this was one of the best movies ever all through high school.

Against the drug cartel and their greatest threat...a single "attack helicopter" (shhhhh, it's actually just a plain old MD-500 with a couple of weapon pods bolted on).
