The only possible argument here is that she was genuinely mentally unstable, which I would normally be wary of believing if were not for her waving a gun at her own nephew. Most of these cases its just pure unbridled ineptitude, but I'm willing to give this cop the benefit of a doubt. My own grandmother threatened to kill people nonstop during her last years due to senility and stroke.
