The Republican narrative has always been "we saved you ungrateful darkies from slavery, so you owe us your votes until the end of time." And they are honestly baffled with black people find that attitude insulting.

To a certain extent, the Republicans can claim the Civil Rights Act for their own. But they tend not to, which tells you something about where they're coming from.

They can lay claim to it in that, proportionally speaking, more Republicans than Democrats supported the Civil Rights Act ... but that's only because the South was almost completely Democratic, which meant a huge chunk of the Democrats were inherently opposed to the CRA. But if you're careful to compare Northern D's to Northern R's, and Southern D's to Southern R's, you'll find that Democrats in each region voted more heavily for the CRA than the comparable Republicans did.

We're still fighting the battle of the Civil Rights Act. Disillusioned Democratic racists eventually drifted over to the Republican Party, which barely even attempts to conceal its contempt for non-whites any longer. But this has meant the Democrats have been at a demographic disadvantage for decades, which is only slowly starting to turn around. Republicans are responding to that by cutting away at the Voting Rights Act, thus making it harder for minorities to vote.

As for LBJ, in the end less than 10% of Southern Democrats ended up voting for the Civil Rights Act, so frankly I wonder how he ever got a reputation as a master arm-twister. Dude couldn't even make his own party follow him.
