I've worked with people from both places and unfortunately I am one of those people who pick up accents very quickly and very strongly (it takes about half an hour and I mimic speech patterns and don't mean to do so.)

I feel way sillier when I come home with a caper accent.

I lived in Italy, and for 2 months of classes at my Italian language school, most of my classmates were Japanese. Then I would go to the pub and drink with a bunch of Irish carpenters.

This did all kinda fucked up things to me in both languages.

Yeah, it doesn't seem to be an act at all. He was in the newspaper in Halifax recently. He's just an autistic guy in Cape Breton who likes to make youtube videos about weather and earthquakes and got internet famous a few years ago.

There was a local company making Frankie t-shirts, they asked if he wanted the money but he told them to give it to an autism charity. (according to CBC news)
