The city I work for holds council meetings unpublicized in the middle of the day on Tuesdays. It certainly cuts down on the crazies in this town full of rednecks and tweakers. All you get are ornery old retired people.
It also prevents low-paid city workers from showing up and asking why there hasn't been a raise or a cola in ten years. Also keeps out most working poor people.
