There were a fair amount of panties. The biggest problem with Sailor Moon was that it was designed by a demure Japanese housewife and not a room full of pervy old men (as with most quality anime, e.g. Battle Vixens or HotD). What that meant, for the manga at least, was that much of the action involved boring things teenage girls would like, and there wasn't a lot of fanservice to keep the story popping. That changed with the anime - which WAS handed off to a room full of pervy old men - but they were working with relatively clean shoujo source material, hence why the panty shots are "fair", instead of "constant" or "gratuitous", as is proper.

The Sailor Scouts wear miniskirts that blow around a lot; there's a good amount of tentacle bondage, and in the original Japanese version, lots of references to things like lesbianism and underage breast development. There's also the fact that the whole series is basically an extended coming-of-age story about Sailor Moon's quest to flower into womanhood and get boned by an older man. It's PG-13 by Japanese standards, but the panties are definitely there! I think you'd like it, you should give it a shot.
