The episode didn't have Fluttershy in it. Gilda made amends with Rainbow Dash and Pinkie Pie.

Fluttershy was walking backwards because she was helping some ducks to cross the street! There's nothing "doofy" about putting your life in danger to help other creatures. As a Coastie, you should know this; in fact, Fluttershy is basically Equestria's Coast Guard, for animals.

I bet if Fluttershy was here, she'd help ALL the Syrian refugees cross the street.

By roads I mean waterways, and in some places there are traffic lanes. By pleasure craft, I mean clueless idiot. Pleasure crafts are typcally piloted by weekend warriors who break the rules of the road. The ocean isn't just a free for all.

Neither Fluttershy nor Gilda are "power-driven" vessels, and note 14(b): "when a vessel sees the other ahead or nearly ahead"

Fluttershy did not see Gilda, and, since she was facing backwards, the only things technically "ahead" of her were the ducks. Gilda, on the other hand, DID see Fluttershy. It was therefore, according to your own Coast Guard sources, incumbent upon GILDA to alter her heading and pass to the port side of Fluttershy. Not the other way around.

She WAS looking, she WAS hearing, but of course she's going to have a blindspot, and she cannot be faulted for having it.

There was no neglect! At least, not on Fluttershy's part. She was complying fully with the letter of the law, to the absolute best allowed by the circumstances and conditions. I suppose you could say that Fluttershy might have turned around - but that would have prevented her from having "a full appraisal of the situation" (Rule 5) - or that Fluttershy could have purchased some butt-mirrors - but that is not an "ordinary practice of seamen", and would have been precluded by the special circumstances of Fluttershy's mission i.e. it was an emergency crossing, and she didn't have the luxury of time in which to invent butt-mirrors.

Gilda, however, without question broke all of those rules. She should be the dork you're mad at, not Fluttershy.
