I wish all the Daily Show off shoots would dial down the comedy like 60%. They bring attention to some important things, but holy smokes, they are not funny.

Same with John Oliver. There's comedy that come from the "holy shit" moments of the insanity of what they cover, and then there's his showboating moments where he tries to shoehorn a bit in...loudly, like the producer contractually obligated him to be at least 50% like Jon Stewart.

Thats not a laugh track that's the studio audience. As to why it was kept in the segment? Juxtaposition.
