Considering that this is right before WWII I think that paper is in Yiddish. So now this video is racist and depressing!
There were entire legions of niche ethnic newspapers at the time. The Moorish Science Temple had theirs, the German/American Friendship Bund had their own, and there were piles of Yiddish papers.
This is one of the many horrors featured in the excellent film "It Came from Hollywood!"
