It's kind of boring, but here's the answer to your question. =)

The reason is that it's a cheaper, lighter, quicker way to make a barrier than using rigid steel or concrete. When they engineer a cable barrier like this, the amount of actual cable is far more than should ever be required to stop most any vehicle small enough to get into a parking garage, so that shouldn't be of concern to anyone. It just isn't particularly confidence-inspiring from a visual standpoint. That said... If there's a problem with this particular garage, it seems like it'd have to be because the anchors were installed improperly or there's something wrong with the concrete itself. I think they'd be using a wedge anchor for this and they require a fairly precise hole (precise for concrete) or they can't wedge themselves in there properly.

Anyways, I'm not an engineer (or I'd use, you know, math and stuff), that's just the opinion of a person who's worked with cable rope to move heavy things, installed a lot of wedge anchors and witnessed a few instances where both of those things have failed.

Either way, I'd like to know how fast she was going before she figured out where the brake pedal was... Sounds like maybe she's a candidate for public transportation.

Actually, they often explode mid-air. It's a design flaw that car manufacturers have been trying to play down, but luckily Hollywood has an untiring campaign to let us know the truth.

But its a trivial matter to protect oneself, by walking away slowly while wearing sunglasses. Remember not to look at the explosion!
