Nice intro and outro sequences. This was made for public access TV in the mid-90's (although a dubbing fuckup meant it only got released on VHS), which would explain it. Making videos was a helluva lot less convenient then, and the resulting mindset made people pretty much guaranteed to actually try to put some kind of effort in.
