I've never seen this film so I don't know how terrible it is overall, but I have to say the animation is pleasantly surprising for a 90s direct-to-video sequel.

Don Bluth had enough Irish animation slaves to do anything well. His problem was that he over-animated and used stock facial gestures drawn from his own face, so all of his movies are basically just rooms full of furries who look like him mugging in a mirror. He reuses a lot of animation to save money (the weird lip smacking thing the lady does here when she drinks was first used in “All Dogs Go To Heaven”). Another problem with his movies is the “Big Lipped Alligator Moment”, where he spices up a lagging story with an irrelevant side quest that is never referred to again in the film, animated after the rest of the movie comes up short on time.

A lot of his sins come from the era of Disney he was trained in. Animation reuse was very common in Disney features in the late 60s and 70s. His focus on squash-and-squish is on the level of a sexual fetish. If Bakshi was Disney made “adult”, and Dreamworks is Disney made “cool”, Bluth is post- Walt Disney Corporation isolated into core elements and simultaneously concentrated and magnified. Everything wrong about Disney movies between Walt’s death and the Eisner Renaissance is fetishized by Don Bluth: furries in excess, unnecessarily dark imagery, Brave Orphan narrative, girls in literal cages, proto-vore, the need for celebrity voices, that now super dated light dazzle effect he put into EVERY. SINGLE. MOVIE.

Plus the guy is SUPER Mormon so there’s always weird stuff about sacred ancestry in there.
