Also its very likely that there will be catastrophically sharp rises (eg 3m in one go) if/when antarctic 'ice-dams' melt and ice-sheets go sliding into the sea. The rise will come from the amount of water they'll displace. Eg. The Thwaites Glacier which scientists are worried about is several miles thick with a surface area of Pennsylvania (120,000 square km)

I'm likely hopelessly dumb but if you consider all of the earth's oceans as one gigantic connected body of water wouldn't it then rise and fall uniformly (not accounting for tidal effects of course)? I think my head is broken.

The shape of the seas + continents / the local gravity / the tides / and tings affect the local sea level.

Eg At the arctic, sea level is rising due to all the water being released from ice, but also lowering because there is now less ice and therefore less gravitational attraction causing the sea to bunch up there.
