Quark preferred the company of Cardassians, Bajorans, shapeshifters, his dumbass brother, Klingon occupiers, and the Federation. It's pretty obvious he's just a Ferengi hating Ferengi.

Rom becoming Grand Nagus was his ultimate schadenfreude, a Nagus that looks to everyone what all Ferengi look like to Quark. Meanwhile, his pride was his nephew that joined Starfleet.

Quark will have to set his hate aside one day and stop force collectivizing his entire species.

This is the second to last episode of DS9, which means this was the climax of Quark's entire storyline: He has a chance to get the job he's wanted his entire life, but he turns it down because he'd rather be a greedy asshole in hell than reign in heaven.

Of course, the joke is that he was never going to be the next leader, anyway, his heretical progressive brother was, and it was all a miscommunication due to a bad "phone" line.

Quark promptly flips out even further and declares his bar to be the Galt's Gulch of space, where true Ferengi values of greed and assholishness will survive untouched.

It's a great ending for him, really: DS9 was the Trek show defined by character growth and change, and in the end Quark is the one character who refuses to change. Instead he's doomed to watch as the galaxy changes without him and his stubbornness renders him less and less relevant.
