I think there's another layer of funny here which has something to do with taking a transparently dishonest asshole and turning him into a sort of sympathetic, genuine-sounding scamp. Sassy doesn't lie. He might still be an incompetent and cruel leader, but Sassy believes what he says and darn it he might not be perfect but he's doing his best so why can't you all just leave him alone!
