This puts so much context to Private Pyle. There's a pretty good lecture on the subject swirling round there on youtube history nerd youtube.

Also, there's a good paralel to MacNamara's idea that instructional films would magically transform these unfit men into competent soldiers and current utopian ideas about on-line education and "learn to code", this idea that just access to technology will upgrade you.

A combination of empathy and lack of understanding.

Most of them worry about hurting others' feelings and/or the negative impact their policies might have regardless of how outweighed those would be by the benefits for everyone.

Couple that with not being able to grasp how people could still support or oppose something despite the blatantly obvious facts.

We should have outlawed coal, but we worried about those coal miners who would be out of a job. We tried to placate them by offering training for other jobs that don't involve getting black lung disease and were baffled when they refused to take it.

Instead of anger, we just feel confusion & despair.
