This is a segment from one of the "package features" that Disney made during the war. Nobody really remembers them today, and I'm not sure if they're on DVD (well, I'm sure Song of the South isn't). They're nothing but short segments shoved together with live-action interstitial material in between. This one is from "Make Mine Music".

"The Three Caballeros" is by far the best one. Steal money from your grandma to see that movie, if you have to.

"Make Mine Music" is on DVD. Song of the South has never seen a DVD release for silly reasons.

Oh, and Oswald, all the package films (except Song of the South, for reasons which should be obvious) are on DVD. Three Caballeros is no longer in print, but you can find it pretty easily online.
