It was a game developed by Northrop / Carnegie Mellon to serve as an interactive recruiting aid. Trainwrecks all around, really; defense contractors make terrible game development companies/partners.

If it's anything like Lockheed (I actually contract for them through my university right now--I placate my conscience with the fact that I work in training and simulation, and not blowing up brown people), they aren't really "layoffs", people just bounce around between internal projects.
