I wonder if that character design wasn't the animators making fun of the voice artist for ripping off Phil Silvers' voice. You know how cartoon voice-over artists are infamous for that sort of thing.

But this is DIC, the absolute bargain basement for animation. Which means the entire show was drawn by a single Korean man who has no idea who Phil Silvers is.
