First, look up Production I.G. sometime. They produced the animation for this piece. A sizable amount of their later output features many of the fancy techniques and designs you see here. Blood: The Last Vampire comes to mind.

Secondly, watch yourself some Peter Chung. I wouldn't be surprised to hear if the character designer and animation team for this had ripped pages straight of his notebook.

Lastly, a hell of a lot more anime is being made like this these days., given that digital technology permits far more colors to be used on more and more complex characters.

It's unfair to single out anime for using oversimplified designs; that's true of the entire TV animation industry. Most shows produced in the US these days use very simple flat-looking designs reminiscent of Gendy Tartokovsky; they're not only easier to animate, but shows with simple designs can be done entierly in flash for a fraction of the cost of normal animation. Both countries are culpable here. Japan and America both have some great-looking stuff, but the general trend in the industry for the past few years has been to follow the old Hanna-Barbera mantra and cut corners wherever you can.
