i remember this! it had a tie in gamegear game, and during the film one of the surf ninjas actually plays the game on his gamegear to defeat evil ninjas in a chinese restaurant.
The narrator confirms this. "One can see the future in his SAY-GAH game?" and one . . . well, one is a Rob Schneider.
I don't think I ever would have known this movie existed if I didn't have a subscription to Sega VISIONS.
