I think she's complaining about a highway that already exists, at least in pieces. That big stretch in eastern Canada is the 401, one of the most travelled highway in the world, and was started in the 40's.

As for stretches of America highway being sold off to private companies, my guess is that it's being done to alleviate financial pressures at the state level. It's a dumb idea but not one that I can see a massive conspiracy in.

The entire Far Righty conspiracy of a giant road 20 lanes wide comes from a fundamental misinterpretation of a PICTURE OF A MAP that has BIG ROADS on it.

This is the infamous NASCO map that has wetback haters all up in arms:

Angry Republicans have been sending each other this map with "Stop the NAFTA Super Highway" in the subject line and what not for a few years.
Just a couple of things:

NASCO is an insidious group of three people working out of a small office in Dallas. The "four football field wide" highway that Republicans are so freaked out about doesn't exist, and there was never a plan to build any new highways. Those roads are already there. NASCO campaigns to maintain and modernize them, and haven't even had that much success.
