Basically if you cut out the entire movie except for Green driving Rip Torn insane by being a totally random dick to him, the movie is 30 minutes long and hilarious.

It just has a lot of boring filler and Green being a totally random dick to strangers, which is some awful awful awful stuff.

This film is Tom Green's ultimate prank. Pitching an inanely retarded, pointless, vulgar, offensive script to the studios, and getting a budget of million's of dollars to turn it into a feature film. As he was finishing the movie, he still had some money left, which he should have given back to the studios. To ensure that didn't happen, he filmed a scene where a boat was dropped onto a house, for no reason whatsoever except depleting his budget; that scene didn't even make it into the movie.
