The point is that tasers are a cop's way of saying, "Stop!" rather than, "Hey! You're not doing what I want you to do." If a kid is just lying on the ground, he isn't interfering with the police much nor could he in any way be construed as a threat.

If this were Boston, I'd just assume the police were tasing him because they were assuming he was a bomb.

The police put their lives on the line every day to protect whiners like you. Sometimes that means erring on the side of caution when dealing with a belligerent suspect. As for what a man being black has to do with the threat he represents, you must surely know that violent criminals are disproportionately african American. It's a little thing called profiling the criminal element, but you appear to be Irish and so I don't expect you to understand anything more complicated than washing the dirt off a potato.

Cops like this usually stay street cops their whole career. There's no way you'll ever make detective or even be put in any sort of investigative unit when you don't have the inquisitive skill to find out if this guy is injured or is a drunk faking it.

Just like pressure points, batons, asps, and nightsticks you're going to get stupid cops using them improperly. At least with a taser he just had a high temperature instead of more injuries.

Tasing a kid lying on the pavement with a broken back and ankle? He wouldn't comply? ....also, I very strongly doubt the high temperature was the only effect of 19 hits with a taser.

I took some basic first aid training once, and as I recall the first thing to do when someone has a broken spine is to attempt to move them. If they don't respond, jolt them with some electricity, to get those muscles spasming artificially. You gotta keep those muscles moving or they risk paralysis.

I ont think there's any question about this. He had fallen off the overpass before they got there. When you are sprawled on the ground with a fractured spinal column you can easily become delirious; cerebrospinal fluid is losing pressure, you're in excruciating pain (hopefully, or kiss your legs goodbye) and some dickhead in a uniform is shouting instructions at you.
