He is saying HE as in High Explosive rounds (as previously stated) to load for a counter battery fire. It's easy to calculate where artillery/mortar fire is coming from and launch a counter attack. Also don't judge the excited fellow. His fellow troops seemed to be indifferent about the fact that someone was actively trying to kill them and the CRAM may have been the one thing standing between them and death.
