There's a good scene in this thing where Bats wails on a lot of cultists that were planning on sacrificing a child - and wails on them HARD. Then, when he goes to actually set the kid free, the kid's so damned terrified of him he's shocked.

That's a good point, but it's more that I read the comic/graphic novel that this was based on and this was one of the better moments and it was handled well.
Unfortunately it's not Kevin Conroy, but it's also an alternate time line, so I'm willing to say that since it's not the quite same DC Universe it's not quite the same Batman, so he doesn't HAVE to sound the same. Also, this Batman clearly smokes 5 packs a day.

The context you're missing is that he's talking to the Martian Manhunter, a guy who's as strong as Superman, can fly, can shapeshift, can control his density, is a powerful telepath, is a scientific genious, can occasionally shoot lasers from his eyes, and pisses himself at the sight of fire.

Although the thought of Batman threatening to torch someone is pretty damn cool, too.
