I think it is John Saxon-- apparently his character was replaced with a robot dupilcate at some point in the TV show.

And in trying to verify this, I'm a little taken aback to find that there is a Bionic Wiki.

I used to have the Steve Austin action figure as a kid. It was about the size of a Ken doll and it had a bionic eye peephole through his head and panels that came off on his arm and legs to show circuitry decals. And it was EXACTLY as cool as that commercial made it seem. :D
