When I saw this, I remembered having seen at least one episode and maybe more with a mustachioed Inspector.

The one thing I remember from the moustached Inspector Gadget was that he was slightly less oblivious than the clean-shaven one. Like was actually able to recognize an obviously disguised bomb or something in an episode I saw. Only remember one ep like that though, and apparently it was significant enough that, 20 years later, it still sticks out.

And wow, the wikipedia page for the show is great - it practically gives a flowchart for the entire show. Go go Gadget obsessive fandom...

The mustache episode was really just the pilot, with some new dialog dubbed in to explain why gadget suddenly had a 'stache (I think they said he got lazy about shaving or something.)

Of course, I think that the creators realized that the only way it could end with the mustached version is Gadget breaking into MAD's headquarters, planting radio-controlled mines around the complex and then go-go-gadget-headcapping Dr. Claw.

For those who never found out, Claw turned out to be just some guy with Crazy Eyes.
